INTERNAL RULES AND OPERATIONAL REGULATIONS OF THE LOCK&LOAD TACTICAL SHOOTING RANGE

I. GENERAL PROVISIONS

This document constitutes the Internal Rules and Operational Regulations of the sports and recreational shooting range "Data Core Shooting" (also referred to as "Lock&Load Tactical Shooting Range"), located in Bucharest, District 6, 21K Valea Cascadelor Street, Warehouse 1, Basement - Space 1 and Ground Floor - Space 5.

The shooting range complies with all technical safety regulations regarding the construction and layout of shooting ranges and has been issued the Certificate of Conformity No. 846487 / 31.03.2026 by the D.G.P.M.B. – S.A.E.S.P. Based on this document, the General Directorate of the Bucharest Municipality Police has issued the shooting range operating license, Series APT/0392 dated 15.05.2026.

These regulations establish the conditions for access to the shooting range, the rules for handling firearms within the premises both during live-fire sessions and during preparation, as well as general safety measures inside the shooting range.

The safety of shooters, firearms instructors, range officials, and spectators requires continuous and utmost attention during firearm handling and caution when moving within the range. Self-discipline is mandatory for everyone. Where such discipline is lacking, it is the duty of the range instructors/coaches/officials to enforce it, and the duty of the shooters to support its compliance.

The range safety rules and measures represent a comprehensive set of norms and procedures established to provide the organizational framework required for conducting shooting sessions orderly and safely, protecting the shooters and range personnel, and preventing casualties, property damage, accidents, or severe incidents.

These safety rules and measures must be strictly obeyed by all individuals present within the shooting range during firearms training sessions, practices, courses, matches, tournaments, or competitions, as well as during pre-shoot preparations.

Failure to comply with the safety rules and measures outlined in these regulations will result in immediate removal from the "Lock&Load Tactical Shooting Range" premises. In the event of severe safety violations, the incidents will be logged in the range's special registry along with the disciplinary actions taken by the range administrator. Furthermore, these violations will be reported to the competent material and territorial department within the General Inspectorate of the Romanian Police (IGPR).

II. DESCRIPTION OF THE SHOOTING RANGE

ART. 1 The shooting range is an indoor concrete facility equipped with certified ballistic protection materials, automated target retrieval systems, and dedicated commercial HVAC ventilation and smoke extraction systems.

III. MANDATORY CONDITIONS FOR RANGE ACCESS

ART. 2 Access to the "Lock&Load Tactical Shooting Range" and participation in live-fire activities for outside guests (individuals other than authorized range personnel) are permitted only if the following criteria are met: a) They possess a valid government-issued ID card or passport;

b) They are at least 18 years of age;

• They are not under the influence of alcoholic beverages;
• They are not under the influence of hallucinogenic substances, psychotropic drugs, or medications whose side effects may compromise shooting safety;
• They are not in a state of severe fatigue and do not suffer from any temporary medical condition that could pose a hazard during firearm and ammunition usage;
• They display no signs of psychological instability or emotional liability;
• They have undergone a formal safety briefing conducted by their employer or by the range staff regarding the specific purpose of the shoot, the firearms they are issued, and the conditions under which firearms must be carried and operated. Following this briefing, they must sign a formal waiver/commitment binding them to carry and use the issued firearms and ammunition strictly for the designated purposes and conditions.

IV. PERMITTED FIREARM CATEGORIES

ART. 3 The range is certified for live fire utilizing both lethal and non-lethal weapons as categorized under Annex No. 1 of Law No. 295/2004 regarding the Regime of Arms and Ammunition, with subsequent amendments and completions, as follows:

Category B Lethal Centerfire Firearms, possessing the following characteristics:

• Short firearms, semi-automatic or repeating action (pistols or revolvers), utilizing centerfire ammunition, as well as corresponding ammunition.
• Long firearms, semi-automatic, whose magazines and chambers can hold more than 3 rounds, as well as corresponding ammunition.
• Long firearms, semi-automatic, whose magazines and chambers cannot hold more than 3 rounds, where the feeding mechanism is removable or where there is no guarantee that they cannot be converted using standard tools into a weapon whose magazine and chamber can hold more than 3 rounds, as well as corresponding ammunition.
• Repeating long firearms, other than those specified in item 10 of the firearm classification under Law 295/2004, as well as corresponding ammunition.

Category C Non-Lethal Less-Lethal / Air Firearms, possessing the following characteristics:

• Short firearms (pistols or revolvers) specifically manufactured to fire rubber projectiles, as well as corresponding ammunition.
• Short or long airguns (compressed air or gas) that utilize the expansion force of compressed air or pressurized gas contained within a cylinder to propel a projectile, developing a muzzle velocity greater than 220 m/s.
• Short or long airguns (compressed air or gas) that utilize the expansion force of compressed air or pressurized gas contained within a cylinder to propel a metallic projectile, developing a muzzle velocity not exceeding 220 m/s.

V. RANGE ORGANIZATION

ART. 4 The technical perimeter of the shooting range includes:

• The briefing and classroom training room for individuals preparing to enter the live-fire bays.
• The staging area for preparing firearms and staging ammunition prior to the shooting session.
• The active shooting range, consisting of the firing line (firing points), the active downrange field, and the bullet trap system.
• The secure access corridor leading toward the technical range facility.

The "Lock&Load Tactical Shooting Range" is staffed by personnel employed via labor contracts or volunteer agreements, appointed via internal decision by the General Director, and fully certified under applicable law. The staff is legally accountable for the quantity and quality of all assets, gear, and materials inside the technical perimeter, ensures their proper operation, and manages and supervises all active range operations.

The facility is equipped with a designated first-aid station. Medical assistance for trauma or accidents is ensured during active shooting hours by certified, authorized personnel.

Access into the range bays is permitted strictly in the presence of range staff.

Access to the firing line is restricted exclusively through the briefing/staging room and requires the explicit authorization of the Range Officer / Range Safety Officer (RSO).

ART. 5 Conditions for individuals to be granted range access and additional operational constraints: a) Entry into the secure perimeter of the "Lock&Load Tactical Shooting Range" requires a mandatory escort from the active range staff.

b) Within the pre-shoot staging area, activities are permitted only for individuals who are at least 18 years of age. Access to the general spectator/waiting area is permitted for any individual at least 14 years of age, provided that minors under 18 are accompanied by an adult.

c) In the event that the "Lock&Load Tactical Shooting Range" obtains sports club status confirmed by a Sports Identity Certificate (CIS) and affiliates with the Romanian Target Shooting Federation (FRTS), minors under 18 may utilize target shooting firearms for competitive sports training, subject to written parental or legal guardian consent, and strictly under the direct supervision and coaching of certified shooting coaches.

d) Guests carrying personal firearms and ammunition are permitted entry only if they present valid legal documentation certifying their ownership, carry, or use rights for said firearms.

e) Any individual wishing to engage in shooting activities must present valid identification documents (Passport / National ID Card) and their firearm permit (if applicable) at the reception desk. In the absence of proper identification documents, the firearms instructor will refuse the shooting session.

VI. PROHIBITIONS AND PROHIBITED ACTIONS

ART. 6 Within the "Lock&Load Tactical Shooting Range," the following actions are STRICTLY PROHIBITED: a) Bringing unauthorized, unregistered, or illegal firearms and ammunition onto the premises;

b) Bringing defective firearms or handloaded/remanufactured/artisan ammunition;

c) Bringing or consuming alcoholic beverages anywhere on the premises;

d) Bringing or consuming substances or medications whose effects may impair cognitive functions, reflexes, or general shooting safety;

e) Allowing access to individuals under the influence of alcohol, hallucinogens, psychotropic substances, or safety-impairing medications;

f) Allowing access to individuals experiencing severe fatigue or temporary medical illnesses that could create a hazardous environment during weapon operations;

g) Allowing access to individuals exhibiting signs of psychological instability or emotional liability;

h) Bringing animals inside the tactical staging or active shooting areas;

i) Smoking, eating, or drinking within the staging area or active shooting bays;

j) Arriving at the range with magazines pre-loaded outside the facility, except for active law enforcement or citizens carrying defensive weapons for personal protection, who are strictly mandated to declare this status to the range staff immediately upon entry;

k) While a shooter is inside the active shooting bay, the firearm must ALWAYS be pointed in a safe direction (downrange). When not actively firing, all weapons must be completely unloaded, actions locked open (for firearms that allow it), and magazines removed;

l) Utilizing collectible firearms that have not undergone a certified periodic technical inspection within the past 5 years;

m) Leaving any firearm unattended, even for a brief moment;

n) Committing dry-fire simulations, aiming drills, or pointing a firearm at other individuals—including oneself—regardless of whether the weapon is verified empty or unloaded;

o) Conducting live-fire operations while maintenance personnel are downrange (working on targets or the trap);

p) Allowing unauthorized personnel into the active shooting zone or safety buffer zone during live-fire sequences;

q) Handling, unholstering, or checking firearms in any area other than the designated firing line or the specific staging benches;

r) Swapping or handing off firearms between shooters during an ongoing shooting flight without instructor mediation;

s) Deserting the firing point/line without prior notice to the range instructor, who must first visually inspect that the action is locked open, the chamber is clear, and the magazine is out. Failure to follow this clearing procedure may result in a permanent range ban.

ART. 7 Code of Conduct within the range facility and during shooting operations: a) Shooters participating in a session are greeted at the reception/waiting area by the range instructor, who will verify their identity and enter their mandatory data into the Official Range Tracking Log, recording:

• Sequential entry number;
• Date and exact time interval of the shoot;
• Full name, serial number, and type of the identification document belonging to the individual, or the legal name and registered address of the corporate entity organizing the event;
• The category and specific model/caliber of the firearms utilized;
• The exact quantity and caliber of ammunition expended;
• The full name of the supervising Firearms Instructor or Target Shooting Coach;
• Dedicated signature columns where shooters certify that they have read, understood, and agreed to abide by the Internal Rules and Operational Regulations of the shooting range;
• Special notes regarding any range incidents, malfunctions, or other operational observations.

ART. 8 a) The Tracking Log is kept securely by the range administrator, who is mandated to present it to authorized law enforcement officers upon request;

b) Upon entering the facility, all individuals engaging in live-fire activities must sign the logbook to certify compliance with these regulations;

c) All shooters are required to undergo a comprehensive range safety briefing administered by the specialized range staff or certified firearms instructors;

d) Following the safety briefing and upon signing the waiver, guests may enter the staging area accompanied by their instructor, where firearms may be uncaseable from their transport luggage, holsters, sleeves, or boxes, and where they must be carried completely unloaded and safe;

e) Live fire is executed exclusively in the presence and under the strict, close supervision of the range instructor(s);

f) At the beginning of the session, each shooter is assigned a single, specific firing lane;

g) Utilizing any lane other than the assigned one is strictly prohibited;

h) The range instructor coordinates all activities during the session, and the shooter is strictly required to obey all verbal commands from the moment they enter the bay until the session concludes;

i) Before and after each shooting flight, the range instructor will physically inspect the firearms and magazines of the participants.

ART. 9 To maintain an orderly workflow, the following range traffic sequence will be strictly enforced: a) Guests are received at the reception area, where all firearms and ammunition must remain completely sealed inside their transport cases, locked boxes, or holsters;

b) The reception desk handles range rules dissemination, GDPR data protection disclosures, the mandatory firearm safety briefing, and liability waiver signing—all certified via the guest's signature;

c) Entry into the staging room is granted only after the user has explicitly consented to and signed the aforementioned terms;

d) The instructor escorts the cleared shooters into the staging area—the designated zone where weapons may be uncased, kept safe, and carried unloaded according to internal range procedures;

e) From the staging area, after a preliminary firearm inspection by the instructor, shooters are led into the active firing line. Weapons must face downrange at all times, completely unloaded, actions locked open, with empty magazines placed flat on the bench next to the weapon;

f) At the firing point (the ground-level station providing optimal visibility downrange), dry firing and aiming practice are permitted with instructor approval, provided the downrange area is completely clear and no range personnel are ahead of the firing line;

g) "Dry firing" is defined as clicking or cycling the trigger mechanism of an unloaded firearm or operating an air/gas gun equipped with a mechanism allowing the shooter to trigger the system without discharging a projectile;

h) Conducting the Shoot – Firearms may be loaded ONLY while standing inside the designated firing box and ONLY after the explicit verbal command or signal "LOAD" or "START" is given by the range instructor. At all other times, weapons must remain completely unloaded. During the course of fire, a weapon may be set down on the bench only after notifying the instructor, removing the magazine, and locking the action open;

i) Ceasing Fire – A shooting session is concluded when the allocated time expires or when the command "STOP" or "CEASE FIRE" is given. When the command "UNLOAD AND CLEAR" is given, all shooters must immediately cease fire, unload their weapons, and make them safe. The instructor will then physically inspect the chamber, bolt face, and magazine well to ensure no live rounds remain, preventing accidents.

VII. AMMUNITION AND FIREARM LOGISTICS

ART. 10 Ammunition shall be transported from the secure storage room (ammunition magazine) to the range staging area strictly in the quantities required for the scheduled shooting flights.

ART. 11 The maximum allowable quantity of ammunition staged within the active range preparation area is restricted to 200 rounds per shooting series. If a shooter requests to fire more than 200 rounds during a single session, prior approval must be granted by the General Director or Range Administrator. Original ammunition packaging, if applicable, must be opened using designated tools. Ammunition preparation and staging shall be handled by specialized range personnel.

ART. 12 Rental or inventory firearms shall be transported from the secure armory to the active staging benches solely by authorized range staff. Staff members must inspect all firearms prior to live fire to verify mechanical integrity and proper function. No more than 20 firearms of the same type/caliber are permitted within the technical perimeter simultaneously.

VIII. EXECUTION OF LIVE FIRE

a) The Lane Instructor / Range Safety Officer will command the commencement of live fire only after personally verifying that all industrial safety and ballistic protection guidelines are met, that everyone present is aware of range safety protocols, and that range systems (lights, ventilation, automated target carriers) are functioning properly.

b) Discharging firearms that are mechanically compromised or utilizing ammunition lacking certified quality documentation is strictly prohibited.

c) The "Lock&Load Tactical Shooting Range" operates 6 active firing lanes with a maximum target distance of 25 meters. The minimum authorized target distance is 5 meters, measured from the edge of the shooting bench to the target face.

d) Only aimed fire (utilizing mechanical or optical sights) is permitted. Unaimed fire, hip firing, or blind firing is strictly prohibited.

e) Uni-directional Dynamic Shooting sessions are permitted only within the specifically designated and structurally modified sections of the range. Dynamic shooting training is strictly restricted to individuals who have completed specialized tactical courses or who have received express authorization from range management.

f) Live fire is permitted only with firearms and calibers for which the facility is legally certified. Operating unauthorized weapons or calibers is prohibited.

g) The maximum occupancy of the technical facility is capped at 20 shooters total, distributed as follows: a maximum of 15 individuals within the classroom/briefing room and a maximum of 5 shooters simultaneously on the active firing line. Magazine loading operations must be performed by the shooter (post-instruction) or by the instructor strictly at the firing line benches.

h) Entry past the secure threshold into the live-fire bay requires explicit permission from the Range Officer.

i) Shooters must execute their course of fire strictly under the direct, uncompromised supervision of the assigned range instructor.

j) No spectators or unassigned personnel are allowed inside the active firing bays or the immediate staging zone during live fire.

k) All weapon malfunctions or firearms stoppages (failures to feed, failures to eject, misfires, squib loads) must be managed and cleared on the firing line exclusively by the range instructor / RSO.

l) Heavy mechanical repairs or gunsmithing fixes are strictly prohibited inside the active range bays and must be performed inside the designated gunsmith workshop. Moving a broken weapon out of the technical area requires it to be completely unloaded, cleared, flagged safe, and escorted under strict observation by range personnel.

m) Following the completion of a string of fire, the weapon must be immediately unloaded and cleared. When automated target retrievers are not in use, moving downrange to inspect targets is strictly forbidden unless the RSO commands a cold range and grants explicit permission.

n) Upon closing out a session, all spent brass casing scrap must be collected and discarded into the designated recycling containers.

o) At the conclusion of daily range operations, the Range Safety Officer will compile the mandatory Ammunition Consumption Report.

IX. LOGGING AND RECORD-KEEPING PROCEDURES

ART. 13 a) For individual private citizens conducting live fire with lethal or non-lethal weapons, range personnel must legibly fill out the tracking registry. At the end of the business day, an Activity Report must be generated and submitted for management approval. The report must contain:

• The contract reference number (internal billing code) or guest list;
• The exact date and hourly log of the shoot;
• The inventory/serial numbers of the firearms used;
• The batch and count of ammunition consumed;
• The names of the supporting range staff, lane instructors, and RSOs.

b) For corporate clients, security companies, or legal entities conducting institutional training, a formal Range Order (Ordin de tragere) must be drawn up by range personnel and approved by the Range Director. The Range Order must explicitly list:

• The corporate contract or authorized personnel roster;
• The exact dates, shift times, and training intervals;
• The designated firearms and calibers;
• The staged ammunition allocation;
• All active range support staff (Lane Instructors, RSOs, Armorer, on-duty Medical Personnel, assigned Range emergency transport vehicle/driver, and on-duty Range Fire Safety Warden).
• Furthermore, only individuals who have undergone the collective safety briefing and signed the Group Training Safety Sheet (Annex 4) are authorized to handle firearms.

Every live-fire instance must be permanently logged in the official Arms and Ammunition Registry—a serialized logbook numbered and stamped by the competent police authority.

The registry must contain the following mandatory fields:

• Sequential entry number;
• Date and time interval of the shoot;
• Full name, series, and number of the identity document for private citizens, or the legal entity name and registered headquarters for corporate groups;
• The category of weapons used (type, action, model, caliber);
• The full name of the supervising RSO, Lane Instructor, or Shooting Coordinator;
• Signature blocks for all aforementioned parties;
• Special occurrences, range incidents, or general observations.

The registry is managed directly by the Range Administrator, who is legally required to hand it over for inspection to competent police departments upon demand.

Following the close of range availability, staff members will compile the official consumption log, submit it for the Director's sign-off, update the live digital inventory, and transfer the records to the specialized accounting department.

ART. 14 Range Instructor Verbal Commands during Live Fire: Ammunition will be distributed strictly under instructor supervision and must remain visible on the shooting bench at all times. The shooter will load the designated number of rounds into the magazine/cylinder/chamber only upon instruction, waiting for the following specific verbal commands:

a) "LOAD!" (Încarcă) – Upon this command, the shooter inserts the loaded magazine into the magwell or loads the cylinder.

b) "CHAMBER!" / "COCK WEAPON!" (Armează) – The shooter cycles the slide/bolt to chamber a live round (for semi-automatics), cocks the hammer (for revolvers), or manually feeds a round into the breech block (for bolt-action/single-shot firearms).

c) "COMMENCE FIRE!" / "FIRE!" (Foc) – The shooter is authorized to acquire their sight picture (aligning the rear sight notch and front sight post with the target center) and break shots on their assigned target lane.

d) "CEASE FIRE!" / "STOP!" (Stop) – All shooters must immediately stop shooting, place their firearms flat on the shooting bench pointing downrange, engage external safeties, and step back behind the active firing line boundary.

e) "UNLOAD AND CLEAR!" (Descarcă) – The shooter drops the magazine from the firearm, cycles the action backward to eject any chambered live round, and ensures the weapon is empty.

f) "SHOW CLEAR!" / "WEAPONS FOR INSPECTION!" (Armele la control) – The shooter presents the firearm for physical and visual inspection with the slide/action locked open and the empty magazine placed visibly next to the weapon, awaiting instructor verification.

g) "SLIDE FORWARD, HAMMER DOWN, HOLSTER!" / "MAKE SAFE!" (Asigură) – Following visual confirmation by the instructor, the shooter releases the slide on an empty chamber, performs a safe downrange dry-fire function check (optional), engages the manual safety, and safely rests the weapon on the bench or holsters it.

During all handgun maneuvers on the firing line, the muzzle must remain indexed strictly downrange toward the bullet trap, with the trigger finger straight along the frame (or index point on the slide). The finger must enter the trigger guard ONLY after the verbal command "FIRE" is issued and a proper sight picture is acquired. If a mechanical failure occurs during a course of fire, the shooter must keep the firearm pointed safely downrange, raise their non-dominant hand (weak hand), and call out loudly: "MALFUNCTION!" or "STOPPAGE!". The shooter must remain in their lane box, must NOT turn around with the weapon, and must NOT attempt to strip or clear the gun without RSO intervention.

All live-fire stoppages must be diagnosed and cleared right at the firing bench while maintaining strict downrange muzzle orientation. If advanced tool work is required, the weapon must be cleared, verified safe, and moved to the staging area under instructor supervision.

X. INDUSTRIAL SAFETY, OCCUPATIONAL HEALTH (OHS), AND CONDUCT NORMS

Live fire at the "Lock&Load Tactical Shooting Range" shall commence only after verifying that all occupational health, workplace safety, and ballistic risk mitigations are fully active, matching the specific job-site directives and emergency protocols instituted by the Shooting Coordinator.

Prior to live-fire operations, the Range Officer must verify the proper functioning of the tactical lighting arrays. Mandatory minimum illumination levels are:

• Classroom and Briefing Room: 300 Lux * Range Bay Ambient Area: 300 Lux * Downrange Target Face Area: 1500 Lux * Access Corridors and Walkways: 300 Lux In the event of a power grid failure or lighting malfunction, live fire will be suspended immediately, and emergency backup lighting will be deployed. Utilizing kerosene lanterns or any open-flame/liquid-fuel lighting sources is strictly prohibited. Live fire may resume only after full electrical repairs are completed.

The forced industrial ventilation and air filtration system must run continuously during all live-fire hours. Shooting with a deactivated or malfunctioning ventilation system is strictly prohibited. Maximum allowable thresholds for airborne lead, gasses, vapor, and toxic dust inside the technical staging rooms (excluding the immediate downrange field) must strictly comply with national health and safety standards.

Live fire is strictly prohibited if the designated first-aid or emergency medical response personnel are absent from the facility.

Range officers, instructors, line personnel, and shooters are strictly mandated to wear certified personal protective equipment (PPE) at all times inside the active bays, consisting of high-attenuation hearing protection (ear defenders/earmuffs) and ballistic safety eyewear. Shooters must be thoroughly briefed on PPE compliance prior to entering the bays.

Industrial range waste (spent brass, lead fragments, target debris) must be cleaned and evacuated from the active bays daily or as frequently as required. Prior to disposal, range waste must undergo a rigorous clearance check to ensure no live primers, unburnt powder blocks, or live ammunition components are mixed in.

A deep structural cleaning of all technical walls, baffle panels, ceilings, floors, and furniture to mitigate lead dust accumulation must be performed at least once a month.

Daily, at the close of shooting hours, the range staff must run a full security sweep of all technical rooms, log any structural issues, isolate the facility from main electrical power breakers (except dedicated security/HVAC circuits), lock all access doors, and arm the commercial access-control system, which is directly linked to the central security dispatch monitoring station.

ART. 15 Additional Safety Provisions: a) All shooting range activities shall be governed by unwavering, rigid discipline and absolute order;

b) Manual handling and manual-of-arms rules specific to each firearm platform must be obeyed flawlessly;

c) Comprehensive firearm inspections must be conducted before and after every live-fire iteration;

d) Range clearance and brass sweeps must be completed pre- and post-session;

e) Shooters must adapt to the specific geometric limitations and structural constraints of the facility;

f) Outside the active shooting bays (e.g., when moving between different range bays, classrooms, or common areas), firearms must be carried completely unloaded, cleared, with magazines out, safeties engaged, or inside secure transport cases, locked range bags, or securely holstered with trigger-guard blocks in place;

g) Individuals who refuse to comply with these rules or display disrespectful behavior toward range staff will be denied entry and escorted off the premises immediately.

ART. 16 Mandatory Personal Protective Equipment (PPE) Specifications: Mandatory individual safety equipment at the "Lock&Load Tactical Shooting Range" comprises:

a) Hearing protection (ear defenders/suppression earmuffs);

b) Ballistic eye protection (safety glasses);

c) Tactical gear belt with an approved retention holster (optional).

Wearing eye and ear protection securely is mandatory for all shooters throughout the entire duration of the shooting flight.

ART. 17 DESIGNATED RANGE ZONES * Entrance (Intrare): The secure access point through which guests enter the main facility.

• Spectator / Waiting Lounge (Spațiu așteptare vizionare): The common area between the main entrance and the staging room threshold, designated for classroom study, target viewing, and guest relaxation.
• Staging Area / Working Bay (Zona de lucru): The technical buffer zone between the lounge door and the firing line. In this zone, staff members perform firearm staging, inspection, safety checks, magazine loading, and clearing. All firearms handling must index strictly down the range axis.
